You mean to tell me that an intelligence gathering program is larger then was publicly admitted? You don't say! You mean to tell me that in the world of intelligence gathering that there might be secrets?? Crack reporting CNN!
With any intelligence gathering, secrecy is key. If someone knows they are being tapped, they aren't going to use that phone/fax/email again. The same was true for when Bin Laden found out we were listening in on his satellite phone conversations. He stopped using it the minute he found out. HOW he found out, I'd be very interested in.
Regardless, you shouldn't be all that surprised to find out that something the government admits to was much larger then originally planned, otherwise, what would be the point?
