Now Iran could theoretically deny that the Iranian Revolutionary Guard is actively supporting the insurgency in Iraq, and that only a few rogue people might be involved, but when you're talking about 50 people doing it, you're actively supporting it and it's not just "rogue" elements.
If it were up to me, I say follow them, find out as much as possible from them, including who they report to, and kill them. It gets rid of a threat and they get the message that we're not messing around anymore. Send more guards in, we'll track and kill them too. Make it suicidal to want to come into Iraq to support the insurgency and the guards won't want to come in anymore.
