I think Pahrump is on the wrong track here. "The town council of Pahrump, which lies in the Mojave Desert west of Las Vegas, voted 3-2 on Tuesday to make flying any foreign flag above the U.S. flag or alone an offense punishable by a $50 fine and 30 hours' community service." I think that if someone wants to fly a foreign flag, that's their business. If it's on personal property, the council just passed a blatantly unconstitutional law. This country is made up of immigrants, and if they want to fly the flag of their home country, that's one of the basic freedoms that the Constitution grants to all citizens.
However, if it's on Government property, then there shouldn't be a reason to fly a flag other then the American one unless they are, for example, having a multicultural center, or museum or something like that. Sometimes when people get stupid ideas in their heads and start to infringe on the rights of others based upon national pride. I'm just as a chest beating, America loving guy as the next, but you cannot infringe on the rights of others to express their freedom of speech, even if it offends you.
