Because it's coming from George Tenet and there are CIA officers who say he's full of shit, I'll take this next story with a grain of salt. However, if true, the Russian government is either incompetent or lazy.
George Tenet claims that Russian President Putin cannot verify where all of Russia's nuclear weapons are. He said that he was confident he could account for everything -- under his watch.
That means that there could possibly be Russian nuclear weapons roaming freely in the hands of bad guys. Taking this story as true, can you imagine the public reaction if a Russian nuclear weapon went off inside the US, or anywhere for that matter? People would want the streets to flow with the blood of those responsible. People would want a similar nuclear counter attack. If the Russian's can't account for EVERY nuclear weapon they've ever built, they'd better be more than willing to help out in finding out where they are and imprisoning those who have possession of them if they are out on the free market.
If they drag their feet or are unwilling to go on the offensive to find these weapons, they are just as guilty as those who set off the weapon and should be retaliated against as such. If you think we would sit idly by while a nuclear weapon went off in our country, you are sadly mistaken.
