Congress, Unloved and Supported

In an election year full of pretzel-like twists and turns, here's a new one:

How can a record percentage of Americans say they disapprove of the job the Democratic-controlled Congress is doing -- yet at the same time say, also by a record margin, they want this year's election to produce another Democratic-controlled Congress?

Because people are stupid, believe hype, and don't understand how government works?

A mere 13% of Americans say they approve of the job Congress is doing. That, of course, would be the Congress controlled by Democrats for the last year and a half. It's the lowest job approval for Congress ever recorded in almost two decades of Journal/NBC News polling.

Third, and perhaps most important, Mr. Newhouse said voters "still believe that President Bush is calling the shots, not Congress."
