Well no shit. I could give you a full list of targets terrorists would love to hit. What makes the tunnel a particularly attractive target is the fact that if they manage to breach the walls, you'll have billions of gallons of water flooding the tunnel, drowning everyone inside. It could be the largest terrorist act in history if they managed that.
