I knew we should have killed him

Man, I just hate having a feeling that we made a mistake and then have it come and bite us in the ass later down the road. Muqtada al-Sadr, is a radical Shiite cleric who has been wanted on murder charges a long while ago. We had him on our most wanted list and were poised to get him. However, there was a truce that was made and he agreed to go political instead of violent. This is the exact reason why you don't negotiate with violent people. You arrest them or kill them. Now, he may not condone these acts, but he could have also quelled them and said "The American's are helping us rebuild our nation. It is against all Iraqi's to perpetuate the violence by destroying the very neighborhoods we live and work in."

Cross faction religious conflicts are never productive. al-Sadr isn't interested in a peaceful Iraq. al-Sadr is interested in power. When you have someone who craves power and can and will use religion to warp the minds of impressionable young people, you have a dangerous situation that will only mean that you will have to climb higher out of the hole that you have created.
