Sounds like dictator to me. Of course Chavez wants to give the illusion of elections, so he's proposing 7 year terms and indefinite reelections.
What that means is that either he can rig the elections or with 7 year terms, he has a bunch of time to turn around a problem before election. Because he's spending the countries money on socialist programs, he's trying consolidate power and basically buy or intimidate his way into solidifying his power.
Either way, you can bash America all you want, but we don't have idiots like this trying to make themselves leader forever.
