Why does this surprise anyone? Everyone knows that Russia and China need Iranian oil to help further their economies and they don't want to rock the boat. Unfortunately for Russia and China, the Israelis won't stand for a nuclear Iran. If Israel or the US does indeed do a military strike, oil prices will skyrocket, costing Russia and China more money. It's best to nip this situation in the butt while it's still in it's infancy rather then letting it spiral out of control. Only time will tell.
