While this may create a diplomatic row with Italy, it is the right decision to do, and here's why. When any spy from any agency in the world works, they know that the government has their back. If they face the risk of being handed over to a foreign country in case their mission goes south, they won't work as hard to do their job. There will always be that fear of "I could get handed over to the Russians/Chinese/Italians, etc." You can't have fear or doubt in the minds of your agents, no matter which agency they work for.
