Right idea, wrong way to go about it.
There's nothing wrong with making inmates pay to stay in jail. It helps keep the financial burden off of the general, law abiding public, gives additional funding to areas that need it, and discourages inmates from coming back. In fact, all jails should charge inmate X amount of dollars per day to help offset the costs of running the jail.
However, this sheriff did it illegally. Therein lies the difference.
