Oh sure. I'm certain that when NYPD officers were growing up dreaming of being cops, they wanted to be a part of an ineffectual force that just writes nasty letters to bad guys and asks nicely for them to behave. Otherwise, they may be forced to send another nasty letter. Face it UN, unless you back up your threats, no one's going to take you seriously and you'll be as toothless as a 85 year old Grandmother.
